Each of those requirements cuts directly against the crypto casino model: wallet-based deposits, fast onboarding, borderless payments.

Once a province has a functioning licence system, operating there without a licence stops being a grey area and becomes an obvious compliance problem. A brand of Stake's size — with UFC, Formula 1 and Drake sponsorships and regulators worldwide watching it — has far more to lose from serving Ontario unlicensed than from giving up one province. The Rest of Canada: The Grey Zone Explained

Outside Ontario the legal landscape is completely different. Canada's Criminal Code targets those who operate unlawful gaming, and it hands the management of legal gambling to the provinces. Every other province has used that power to run its own lottery-corporation platforms — but none of them has created a licensing route for private operators, and none has a framework that clearly addresses offshore sites at all.
