FINTRAC Is Pulling Crypto Registrations: A Withdrawal Checklist
FINTRAC's 2026 Crackdown, by the Numbers
FINTRAC, Canada's financial intelligence agency, spent most of the past few years writing guidance for crypto businesses registering as money services businesses (MSBs). In 2026 it shifted from writing rules to enforcing them. Following a February directive from Finance Minister François-Philippe Champagne to "mobilize resources" against illicit finance and high-risk virtual-currency businesses, FINTRAC moved fast: on March 18, 2026 it revoked the registrations of 23 crypto-linked MSBs in a single sweep, its largest one-day enforcement action against the sector on record. Over the course of 2026 the agency cancelled 50 MSB registrations in total, 47 of them crypto-asset businesses — exchanges, wallet providers and other virtual-currency services.
Losing an MSB registration doesn't automatically mean a firm was defrauding customers. The most common trigger is procedural: FINTRAC can revoke a registration if a business doesn't respond to an information request within 30 days, or fails to keep its registered details current. But the effect on a customer moving funds through that firm looks the same whether the cause was fraud or paperwork — a transaction can stall while the platform's status is unresolved, or the platform can shut down mid-transfer.

Six Regulators, One Transaction
Part of what makes this hard to track from a player's seat is structural: crypto activity in Canada sits under at least six overlapping bodies rather than one. FINTRAC handles anti-money-laundering registration for MSBs. The Canadian Investment Regulatory Organization (CIRO) covers trading platforms directly, and since February 3, 2026 has run its own Digital Asset Custody Framework — a four-tier standard for how a CIRO-regulated platform is allowed to hold client crypto, built partly in response to the QuadrigaCX collapse. Provincial securities regulators, banking oversight bodies and the Canada Revenue Agency can each have an open file on the same company on top of that.
Canada's version of the FATF travel rule adds another layer: banks, MSBs and, notably, casinos facilitating a client's virtual-currency transfer are required to pass along originator and beneficiary information once a transfer crosses CAD $1,000. A platform that can't explain how it complies with that threshold is a platform whose paperwork you don't want sitting between you and your winnings.
A single license badge on a homepage doesn't capture any of this. A firm can be squarely compliant with CIRO's custody rules and still be mid-cancellation with FINTRAC, or the other way around — and a badge tells you nothing about which file is current.
Before You Cash Out: a Verification Checklist
If you're moving casino winnings through an exchange or OTC desk on the way to a Canadian bank account, a few minutes of checking here can prevent a frozen transfer later.

Search the exchange or OTC desk's exact legal name in FINTRAC's registry before sending funds, not just its brand name
Avoid routing a large withdrawal through a single intermediary you haven't checked in the last few weeks — status can change without much public notice
Split a large cash-out across two verified, registered exchanges rather than one, if the amount is large enough that a freeze would hurt
What FINTRAC Doesn't Check for You
FINTRAC's registry answers one question: is the money-moving intermediary — the exchange or OTC desk — currently allowed to operate. It says nothing about the casino on the other end of the transaction, which typically holds a Curaçao, Kahnawake or similar offshore licence that Canadian regulators don't touch at all.
That gap matters more than it might seem. Across the 51 crypto casinos we track for this site, 6 have a licence status we could not independently verify — the number on the footer didn't resolve to an active, checkable registration when we looked. None of FINTRAC's 2026 enforcement wave touches that side of the transaction; a casino's licensing claim and an exchange's MSB registration are two completely separate things to check, and a clean result on one tells you nothing about the other.
What It Means for Canadian Players
None of this changes how the casinos themselves pay out. What it changes is the risk sitting in the middle, between a casino balance and cash in your bank account, and that risk has grown more volatile in 2026 than in any year since MSB registration became mandatory. A cancelled registration on the exchange side can freeze funds for reasons that have nothing to do with whether the casino paid correctly.
Treat the exchange or OTC desk as its own point of failure, separate from the casino, and check it before a large withdrawal rather than after funds are already in transit.
